The Messages and Papers of the Presidents
This was published by the U.S. Bureau of National Literature in the 1890's. It contains letters, speeches, proclamations, and other primary source documents issued by Presidents George Washington through William Howard Taft. There are over 7900 pages in its 10 volumes.
Public Papers of the Presidents
This is a 79 volume set totalling over 81,000 pages. It contains documents from Presidents Hoover through Clinton.

For recent Presidential material (1993 to the present), see the Weekly Compilation of Presidential Documents. Published every Monday, this contains statements, messages, and other Presidential materials released by the White House during the preceding week. Issues are also available in print in the 5th floor Government Documents Department.
