MAJOR STUDIES AND ISSUE BRIEFS OF THE CONGRESSIONAL RESEARCH SERVICE.
This set consists of those studies written for the U. S. Congress which are not published by the Government Printing Office and thus not available through the normal distribution system. A wide variety of current topics of national and international interest are covered. "Major studies" are documents from 50 to 500 pages, "issue briefs" are short timely papers. Library has "Supplements" only; arrives in annual installments, consult ALICE for details. The Library has: 1987/88 - current. The materials are divided between two locations. Older materials thru 1990/91 on roll microfilm & printed guides are on the 1st floor JK1108 .A3562x (yrs) microfilm & guides; and more recent materials on microfiche are in Government Documents, 5th floor. Ask at desk for microfiche location.
The best means of access to this collection is the Congressional Research Service index (1916- ) on the CD Searchnet within Alden Library. Select "A-C", etc. The accession number in a given index entry is keyed to the companion microfilm/fiche collection. Besides the call number for the collection, the staff will need to know all components of this number (installment years/reel number/frame number). Though it does not have comprehensive holdings for materials prior to 1987, it still may be worthwhile to ask at the Government Documents Department.

MIDDLE EAST - CIA RESEARCH REPORTS 1946-1976
. One of the U. S. Central Intelligence Agency's mandates has been to produce foreign intelligence reports to meet the needs of the President, National Security Council, etc. The material consists of reports, intelligence memos and biographical reports. The result has been a diverse body of documentation. Topics in this series include: "Developments in the Azerbaijan Situation" (1947), "The Kurdish minority problem" (1948), "Assassination of King Abdullah ibn-Husein" (1951), and "Black September" (1972.) NATIONAL INVENTORY OF DOCUMENTARY SOURCES IN THE UNITED STATES: (NIDS.)
This collection reproduces the 50,000 of "In-house" guides, card catalogs, and indexes to manuscript collections, archives, and other primary resource materials found in the full-range of U. S. libraries and repositories. Indexing to this set has undergone a number of metamorphases and now the best means of access is the on-line "ArchivesUSA" index NIDS can also be searched either via an older CD-ROM index or microfiche indexes. The latter are updated with each new microfiche shipment. In using the CD-ROM INDEX to NIDS remember that the Library does not own the National Inventory of Documentary Sources in the United Kingdom and Ireland. Note that the any of these indexes are a guide to other finding aids published on the microfiche and the researcher may also need to examine the microfiche to determine the full story about the referenced collection. NATIONAL NEGRO CONGRESS, PAPERS.
The National Negro Congress was a major civil rights coalition active in the 1930s and 1940s. Its main emphasis was promoting black participation in organized labor, concern over the rise of fascism abroad, and promoting the use of mass-protest tactics to challenge racial discrimination. The Library originally obtained its collection from the Schomburg Center for Research in Black Culture (NYPL.) Those wishing additional information on what is available in regards to the National Negro Congress should consult the University Publications of America sales catalog. These sets are published on microform by Chadwyck-Healey which also offers the Digital National Security Archive , an on-line version of the above sets. For time being the Ohio University Library has chosen not to subscribe in that it already has the collections. The source of much of the material is from the National Security Archive at George Washington University which describes current projects, with many full-text documents on-line as well, don't miss this!

The National Security Council was formed by way of the National Security Act of 1947 and Reorganization Plan of 1949. Chaired by the President, consisting of statutory advisors and others the function of the NSC is to advise the president on integrating domestic, foreign, and military policies in regards to national security. However over the years the NSC has often been the key player in making US foreign policy resulting in a wide range of documents and studies.

A combined printed guide, Index to Documents of the National Security Council, (UA23.A1 N38 1994x, Index) serves as cumulative index to the microfilm collections: Documents of the National Security Council (basic through 4th suppl.) and Minutes of meetings of the National Security Council (basic through 1st suppl.)

NEGRO NEWSPAPERS ON MICROFILM.
African American titles in the American Antiquarian Society, filmed by Library of Congress, ca. 1883- ca. 1931, with a few dating back to 1865 and up to 1946. There is a guide consisting of photocopies of catalog cards, but no subject index. The microfilm is in the self service newspaper section, alphabetically by title. Approximately 100 titles are included with all regions of the United States represented. Better known sample titles in this set include:

NEW DEAL ECONOMIC POLICIES: FDR AND THE CONGRESS, 1933 to 1938.
This collection contains primary resource materials and basic documents in regards to New Deal legislation - congressional committee reports, hearings, legislation text and revisions, testimony by Roosevelt Administration, special studies or analyses, Supreme Court decisions. NEW YORK & HOLLYWOOD FASHION & COSTUME DESIGN FROM THE BROOKLYN MUSEUM COLLECTION.
This set is a selection of 657 sketches from 55 of the world's foremost designers were created between 1910 and the 1950s for the New York fashion/theatrical world, and for Hollywood films. These include sketches by Henri Bendel, Bonnie Cashin, Mme. NEWSBANK.
(A 'newspaper clipping' service from 450 U. S. cities, several series.) A complete set of the original printed index has been retained by the Library, however for most years CD-ROM indexing is now available. Currently there are two main portions of NEWSBANK -- Business Newsbank Plus and Newsbank Reference Plus. Indexing for the most recent five years of these two series is on the library's Search Net. Printed indexes for materials dating from the 1970's and retrospective CD-ROM indexing for the 1980's material not on the SearchNet is available in the Reference Department. Other NEWSBANK CD-ROM services in Reference/Search Net include a Newsbank index to general current periodicals and CD Newsbank which contains full-text newspaper articles and news service materials. In general, citations refer to microfiche which contain the full-text articles. Increasingly articles are full-text on the CD-ROM, especially those in Business Newsbank Plus where all current information is full-text (Newspaper Abstracts on the CD-SearchNet.) The main categories of the NEWSBANK microfiche are the main Newsbank collection itself, and subject oriented sections - Business Newsbank and a Supplement; Performing Arts; Names in the News; Fine Arts & Architecture; and Literature. Most series are now complete, some started in 1971, most in 1977, Names in the News in 1988. In total NEWSBANK is now a truly enormous set which covers a wide range of current affairs in government and politics, welfare, consumers, business, economic development, arts, literature, transportation, urban affairs, and race relations. The United States Newspaper Program National Union List (1987) is a microfiche publication by OCLC which includes bibliographic information, place of publication, location and individual holdings of information entered into the OCLC Online Union Catalog as of April 1987. The Library of Congress Newspapers in Microform, Foreign Countries (1984) (Microform Desk) is a good browsing place for foreign newspapers. NICARAGUA. CONFIDENTIAL U. S. DIPLOMATIC POST RECORDS
1930-1945, Central America. Nicaragua. Diplomatic post records are those kept at the embassies or legations rather in the U. S. State Department's Central files. They contain incoming messages from Washington and much more locally gathered information than in Washington. The period covered in this set includes the end of the occupation by U. S. Marines and the beginnings of the presidential entrenchment of Anastasio Somoza. The role of U. S. backing is well documented. These records are from Record Group 84 of the U. S. NICARAGUA: CONFIDENTIAL U. S. STATE DEPARTMENT CENTRAL FILES.
The "Central Files", record group 59, are from the Department of State's Internal and Foreign Affairs subject classifications of the Central Files (Decimal Files) now housed in the National Archives. These files consist of instructions and correspondence received from and sent to diplomatic posts abroad and include a wide range of materials reporting on political, military, social and economic developments, minutes, interviews, texts of letters and instructions, and translations of foreign documents.
This material is from Decimal files 711.17; 717; 817; 917; 611.17; 617. This series chronicles the later career of Anastasio Somoza to his assassination in 1956. Somoza's total consolidation of power and Nicaragua's relations to its neighbors, and defense arrangements with the U.S., and the region's concern about these, are covered in great detail.
