GOVERNOR ANNOUNCES APPOINTMENTS

COLUMBUS - Governor George V. Voinovich today announced appointments to the Council on Alcohol and Drug Addiction Services, the Motor Vehicle Salvage Dealerís Licensing Board, and the Automated Title Processing Board.

The Council on Alcohol and Drug Addiction Services reviews the development of a comprehensive statewide plan for alcohol and drug addiction services, revisions of the plan and other actions taken by the Department of Alcoholism and Drug Addiction Services. It also acts as an advisory council to the Director of the Department of Alcoholism and Drug Addiction Services. Members are compensated for expenses only.

The Honorable J. Craig Wright, from Columbus, was re-appointed to the Council on Alcohol and Drug Addiction Services for a term beginning August 1, 1998 and a term ending July 31, 2000.

Justice Wright is a retired Ohio Supreme Court Justice and currently serves of counsel with the law firm of Chester, Willcox & Saxbe.

Hope Taft, from Cincinnati, was re-appointed to the Council on Alcohol and Drug Addiction Services, for a term beginning August 1, 1998 and a term ending on July 31, 2000.

Mrs. Taft is a co-founder of Citizens Against Substance Abuse, Ohio Parents for Drug Free Youth, and the Ohio Alcohol and Drug Policy Alliance. She is also the wife of Ohio Secretary of State Bob Taft.

Michael T. Jenks, from Medina, was appointed to the Council on Alcohol and Drug Addiction Services, for a term beginning August 1, 1998 and a term ending on July 31, 2000. He replaces Martha Briem, from New Philadelphia, whose term will expire.

Mr. Jenks is currently the Executive Director for the Medina County Alcohol, Drug Addiction and Mental Health Board and has also served as Assistant Administrator for the Griffiss Hospital in Rome, New York.

Carroll D. Parks, from Toledo, was appointed to the Council on Alcohol and Drug Addiction Services, for a term beginning August 1, 1998 and a term ending on July 31, 2000. He replaces Gary Tester, from Toledo, whose term will expire.

Mr. Parks is currently President and CEO for Substance Abuse Services, Inc. He is also a licensed Social Worker and a Certified Chemical Dependency Counselor.

Tanya Tatum, from Athens, was appointed to the Council on Alcohol and Drug Addiction Services, for a term beginning August 1, 1998 and a term ending on July 31, 2000. She replaces Cynthia M. Willford, from Toledo, whose term will expire.

Ms. Tatum is currently the Director of Operations for Health Recovery Services, Inc. She also serves on the Board of Directors for Rural Action, and serves as a member of the Board of Trustees for Planned Parenthood of Southeast Ohio.

David L. Schaffer, from Boardman, was appointed to the Council on Alcohol and Drug Addiction Services, for a term beginning August 1, 1998 and a term ending on July 31, 2000. He replaces John Young, from Cincinnati, whose term will expire.

Mr. Schaffer is currently the Executive Director for the Alcohol and Drug Addiction Services Board of Mahoning County and has served on the Alcohol, Drug Addiction and Mental Health Services Board of Tuscarawas and Carroll Counties.

John Dowlin, from Cincinnati, was appointed to the Council on Alcohol and Drug Addiction Services, for a term beginning August 1, 1998 and a term ending on July 31, 2000. He replaces Rodney Jenkins, from Cleveland, whose term will expire.

Mr. Dowlin is currently Vice President of the Hamilton County Board of Commissioners. He is a former Mayor of the City of Sharonville, is a member of the Ohio Criminal Sentencing Commission and is a charter member of the Domestic Violence Coordinating Council.

The Motor Vehicle Salvage Dealerís Licensing Board may make such reasonable rules as are necessary to carry out and effect sections 4738.01 to 4738.14 of the revised code, and further as are necessary relating to the time, place and manner of conducting hearings on the issuance, suspension, or revocation of licenses.

Jay W. Dupler, a Republican from Sugar Grove, was re-appointed to the Motor Vehicle Salvage Dealerís Licensing Board for a term beginning August 1, 1998 and a term ending July 31, 2001.

Mr. Dupler is a semi-retired Fairfield County businessman and is a past member of the Ohio Salvage Licensing Board.

James T. Coyle, a Republican from Newark, was re-appointed to the Motor Vehicle Salvage Dealerís Licensing Board for a term beginning August 1, 1998 and a term ending July 31, 2001.

Mr. Coyle is currently President of Riverside Auto Parts, Inc. and is a member of the Ohio Auto & Truck Recyclers Association.

The Automated Title Processing Board shall determine the automated title processing equipment requirements for each county, the payment of expenses that may be incurred by the counties in implementing an automated title processing system, and repayment to the counties for existing title processing equipment. Members are compensated for expenses only.

Rebecca E. Bhaer, a Republican from Bowling Green, was appointed to the Automated Title Processing Board for a term continuing at the pleasure of the Governor. She replaces Jesse Oddi, a Republican from Columbus, who resigned.

Ms. Bhaer is currently the Wood County Clerk of Courts. She is a past President of the Ohio Clerk of Courts Association and currently serves as the organizationís Legislative Co-Chair.
